Northern Rock Consolidation Loan

I am an excisting customer with northern rock and recently applied to increase my current loan of 2,300 over 5 years to 23,000 over 10 years for debt consolidation. After a credit check I was told that I was only entitled to an interest rate of 9.9% despite my initial loan rate of 6.3%. I refused to take PPI much to the anoyance of the person I was speaking to. Is there a good laon with a guaranteed interest rate that I could apply for without taking PPI?? I am also concerned about the multiple credit checks.
