Bill problem with United Utilities

I have just recieved my latest bill from United Utilities. ( I presently owe over £600+ to them) May I say from the off that I am registered disabled and am unable to work (Have Tried, no-one wants to know, employer wise) due to an horrific accident (Acid Burns). The point is I am income support and they want me to pay £66 pounds a month, I cant do it. I have been in touch with C.A.B but they were very pushy with me the last time (Last Year) So I left it for a while from last year. (I've got a form for a (Call it a grant if you like), dont know the exact term for it. Plus I know their is something else that you can use (Another Type Of Form, I forget what its called). The main reason I havent completed the first form is because the Cab operative said or told me that I wouldnt get it if I wasnt absolutley broke, ie: Have to have virtually nothing left to spend (Income wise) in order to get the grant (I suffer greatly from Depression, too much to go into here). The point is I cannot afford too pay the £66 they are asking for. What can do, i'd like to offer to pay them a bit more than the £15 a month I'm presently paying. My Question is would they accept, say an extra £15 a month making it £30 or would I have to pay what they want. They have threatend me with a solicitor and possible court action and that scares me to "Death". I personally feel like ending it all but I know that would be too easy for them and for me. What are my options. What can they do too me (Court Wise) I know they cant cut me off (Water Wise). I'm plain scared. Please help me someone)

you'd be better off posting in the water section
