OR interview, now got another SOA to do?

Hi all, Just had my OR interview in the last week, and just received a couple of letters from the OR....
1. car exempt...YAY!!
2. new SOA to fill in....WHY?!
We went through all my figures (which hadnt changed from the SOA) and I had to justify a couple that were 'out of the recommended', but he seemed happy enough. He didn't indicate either way whether I would get IPA during the call. I thought it was just a case of them deciding then if an IPA would be necessary..........so why the new SOA to fill in??
