wages deducted...

Hi
Just a quick question if someone can help. We cannot find anything in the contract.
My OH contracted hours are 42.5, he gets paid weekly. If the company have no work for you are they allowed to deduct hours from your basic wage? He is given between 2-3 jobs per day depending on how large they are (he works in commercial heating). He finished the two jobs he was given and phoned in for another job. They had nothing and left him sitting in his van for 2hours waiting. They eventually phoned him and said they had nothing else to give him and sent him home. When OH recieved his wages this week they had deducted those hours from his wages!
On the odd occasion this wouldnt matter so much, but if they have no work on a regular basis he wont be getting any money!
Just wanted to know if he had a leg to stand on and whether its worth questioning them over it. His contract mentions nothing, just that he is contracted to work 42.5 hours with overtime and travel time paid as extra.
many thanks...

There needs to be a lay off clause in the contract to not pay the full contracted hours without agreement.
