Yes I think you have to spend at duty free to qualify at all BAA airports0

I think the connection is that you get these vouchers when you buy airport parking.
At Bristol airport you get £10 off a £30 spend but it's only valid with the parking confirmation email.
It doesn't look like there's any discount off the parking itself.0 -
