IVA settlement question?

Hi Everyone
I thought i would put this question to this section first as it is Northern Ireland related (its money related in that its about my money and attempts to get it!!).
In 2007, I brought a company to the small claims court and 'won' as it were- they showed no intention of paying so I brought it further. To cut this story short, it wasnt just me they tried to fleece and eventually one of the owners went the way of an Individual voluntary arrangement to pay off the debts.
So a solicitors in Dungannon (will use my professionalism to not mention them at this stage), have been dealing with this- since Aug 08. To pay for the debts, the person in question, sold their house. I presume this money is in an account related to the solicitors, in some form of holding account. When i phone to ask when will i get my payment, they keep telling me, Inland Revenue need to get their cut of the money first, then they will be able to pay the creditors.
What I am asking really is, does this sound the normal length of time to sort this out? I have been pregnant, had a baby and the baby is ten months old, and I have been told the same thing over and over again...I was about to phone them again, to be told, no doubt, the same thing again but wanted to know if anyone hear has encountered this type of wait?
