Help Needed- 'Drive Cleaner' Pop-up

HI all
I have used the malware/adware guides and scanned my computer more times than I care to remember however a message keeps coming up- like a Window, that looks official, but almost certainly isn't.
It says something along the lines of 'your computer has kept a record of all adult related sites you have been to...to delete them, it is recommended you install Drive Cleaner...' (https://www.drivecleaner.com) Even when I click cancel, or the red exit box that all Windows have in the top right corner, it takes me to the site.
Like I said, I have scanned and cleaned and securely deleted my hard drive that many times, that I can't seem to stop this flaming advert. It is very aggressive. It pops up at irregular moments.
Please help!
I am on Windows XP, and use IE. Anything else that you ned to know?
