need to be signed off by a chartered accountant?

The problem you have is no chartered accountant is going to sign something that they haven't checked. I would consult with your current accountant on the way forward. It may be that they have a business relationship with a chartered accountant and can sort this for you easily.
For a small business. It wouldn't take very long to ascertain whether the books of account had been maintained in a proper manner and therefore the accounts were an accurate picture of the trading performance of the business.
To an experienced eye it's relatively easy to spot where things might not be as they should.0
