Fallen off the ladder

It's a long story and an emotional one. My Husband and I decided to take the great leap of faith to try life abroad. A dream come true. We thought.
We sold our house and set off, it all quickly turned sour and the money we made on the house was gone within a flash.
We desperatley want to get back on the property ladder. After being home owners for the 15 years we are now renting.
However on our return we had a period where we didn't have the income that we'd had previous, so we turned to our credit cards.
The credit card bills now total :£14,000.00
We have a bank loan of £11,000.00
We have savings of £6,900.00
So I was thinking of trying to get another loan to clear the CCs as this would then see a final date for that to be paid.
I know we can afford a mortgage, we had a mortgage of £1380.00 a month before, we just need to get these 'bits' cleared.
Then it's all about getting a deposit ......
What's the best way to clear the money owed - should I use my savings?
If we have a good history of a mortgage will this help in any way?
Are we going to be classed as first time buyers?
