I did that as a prize for a project with a class. I am trying to remember what I put in. I do remember some chocolate coins. I got a Winnie the pooh pirate for 50p at the charity shop and some playmobil pirate figures for about 20p at the boot sale. Think I put in a flag as well.

my little brother made his own when he was little! In it he kept some iron pyrite (fool's gold) but then he loved all that geological stuff at the time, you can get loads of really impressive looking geological samples (crystals etc) for abou 99p each from gift shops. some of his own treasures, like favourite cars etc, also went in there! What about some magic tricks? top trump cards?

What about a nice plain papered note book with a hard cover. One with the crumply paper. You could decorate it pink with some glitter for a secret diary and tie it up with pink ribbon

A tiara, wand - that could be made.

Anything pink and glittery - hair scrunchies/bands/slides (Claire's Accessories have 3 for 2 at the mo or Poundland/Savers); pencils and crayons; 'name' stickers; cheap nail varnish in pink or silver; little notebook; tiara and wand (maybe make them yourself?); pink socks or mittens if it's winter. I'm lucky that there are lots of pound shops and markets near me and I always used to do things like this for my daughter when she was little. Now she's 16, too cool for words and I'm an embarrassment to her at times  - cherish 'em whilst they're little I say!!!
    Hope this helps :)

in our local asda today near the party invitations etc they had lots of pirate type stuff, not too expensive. Eye patches, cutlass swords, coin sweets, little games even plastic hook. they also had a cardboard treasure chest but this was about £8 and you could easily make one yourself, might be okay for ideas though. the rest of the stuff was around a pound or less i think.

Make a 'pairs' game by printing your own pictures onto card, then cutting them all the same size. A little smaller than a normal pack of cards works well with small hands

Following the theme the pics could be: -

Pirate, skull & crossbones, cutlass, galleon, island map ... etc
    Watch out for the sandbag.

How about a Treasure Map of their house. You could ask your firend to place a provided gift in the place where X marks the spot.
