Interest rates on Mortgages

Do the interest rates go down the more money you borrow? If so does anyone know what the thresholds for the different rates are?

i was told the reason by Halifax head office for not offering a better rate say forunder £30k was because majority of people in that bad were looking for no penalties and were likely to repay off soon
