You won't generally find chapter and verse on what you ARE allowed to do. You will struggle to find something that says you can stand still on the pavement and chat to a friend for example.
The model release is only needed if the person has acted as a model - i.e. done what you asked, not just going about their normal business.
There is guidance on the Met Police website about photography in public places as some of their officers were tending to make up new laws as they went along.

It is not illegal, but it would be courteous to ask everyone to consent before doing it, as it can be a great aid to compiling accurate minutes of a meeting, as with the best will in the world the best shorthand note taker cannot write everything down verbatim.0
