13 year old bill from previous house can they still charge me?

Basically this is on behalf of my nan. A few days ago she had a water bill come throught her door for 70 odd pounds. funny thing it was from 13 years ago at her previous adress.

Can they still charge her for this and how should she go about it?

I'm no expert, I'm sure someone with sound knowledge of it will give you definate answer but I'm sure there is a 7 year life on debt/bills!? Sure if I am wrong I will be corrected but thats what I was lead to believe when an old debt jumped out on me down the line

No, much too old. Does it say the date the charges it relates to? if its from way back then then it would be statute barred -

im pretty sure it dates back to 13 years ago as that was when she left that property and moved into a new 1. ill let her know and thanks for that
