I'm from Edinburgh and I didn't think it had a name other than the street party!
Just checked the Edinburgh Hogmanay website and they call it

Edinburgh Hogmanay Street Party

Don't know if this id the answer they're looking for though

The winner will be selected at random by LBP on 1st December 2010 and notified by email and telephone. The winner will be asked to confirm their postal address before the prize is awarded.
No cash alternative. No travel costs will be covered as part of this competition, and the prizes may not be available on the dates required by the winner. The weekend must be taken between 2nd January 2011 and 1st March 2011.
