I ordered the sim and the packaging mentioned dialing a number to register the sim for extra credit when you top up (the tv advertised triple credits). This is a free call which can be done straight away. Now here is the crux, this call activates the sim and triggers the cashbask. No spend required.

Okay - To clarify matters
When you order the card, you need to activate it. Call 282 which is a free call to activate the tesco triple credit offer. This also activates the card. Tracking will start at £0.00 to show that your order has been acknowledged by Quidco. Once you have dialled the number, it will take a while for the Tesco system to 'acknowledge' the activation and when this happens, your Quidco amount will track and validate at £4.50. Do not expect the validation to track at £4.50 just because you clicked on the website link. If it was this easy we'd all be millionaires. It states quite clearly on the Quidco page that it tracks at £0.00 until the sim is activated and only once Tesco Mobile recognise you have called a number (even a free one) will they acknowledge this to Quidco who will change the tracking to £4.50 validated. As ALWAYS with cashback, validation is the first step - the payments are usually made UPTO 3 months after the transaction. (sometimes sooner)
In answer to Taxiphil, you will obviously need to put it in an unlocked phone or a tesco mobile phone, BUT it doesn't have to be yours - borrow a friends to insert the card or even go to a mobile phone shop and ask to 'view' a phone with your card in 'to see what it sounds like for reception prior to "purchasing"'. Once activated as described, you can say thanks but no thanks to the phone shop and ditch the sim - One point to all those on pay-as-you-go though is to check out the triple credit deal as this is actually quite good for some people.
Albo - If you followed the instructions and yours is tracking at £0.00 then it will validate
If it isn't tracking at £0.00 then please follow the instructions for 'cookies'
No cashback site tracks instantly. It does take a few days

Upto 3 months. I believe Tesco aren't generally quick payers (or their affiliates - company they use to handle the promotion) - But are considered reliable.
All cashback is paid this way as gazza975526570 said.
Some can take as long as 6 months - especially the big payments, but once you start regularly collecting cashback it becomes a steady stream. I use the cashback from my car insurance, to pay the house insurance, the cash back from which pays the wifes car insurance, the cashback from which pays out in time for the summer holidays and if I spend wisely then, the cashback from that pays my car insurance, the cashback from which.................................Freebies you don't really need can be given to your local Hospice Charity shop so they can raise funds they desperately need. Pass on your good fortune :A0
