car insurance for a 17 year old

Hi, about 6 months ago I did a search for car insurance for my 17 yr old son who takes his driving test soon. For car details I used my partners P reg 1.2 Clio. The cheapest I could find then was Quinn direct for about £800. I have now done another search and the quotes range from £ 2800 to over £ 5000 and these are for a cheap car, no extras etc etc,max excess.
Am I doing something wrong or is this normal. thanks, John
