I got the same message. I do remember entering this comp but I can't find it on search. Perhaps they've done a new comp but you can't enter if you entered the last one? Confuzzled.

If you look on google it does appear to have been on the forum before, but the cached page cannot be displayed. I vaguely remember seeing the Enron banner but that may have been for a different competition. Apparently I didn't enter before because it didn't tell me I already had. I guess at least it tells you whether you've entered before so you can't disqualify yourself.
