            I think that was the idea behind Wikia Search (a search engine from the founder of Wikipedia), but that was a pretty unsuccessful experiment and has now been discontinued.
There are 'social bookmarking' sites such as Stumbleupon and Del.iciou.us, which allow you to discover content around your interests as recommended and reviewed by others, but they're not search engines as such.0 - 
            I normally use our friend Google and type the word "review" at the end of my search keywords.Try saying "I have under-a-pound in my wallet" and listen to people react!0

            Have a look at www.vark.com ... its not quite what your after, but works really well - you bascially ask a question and it will go off to other members who have registered an interest in that topic and provide you with their opinion...
