Hi - I guess you spend something on these things in a year?
    Other insurance......................... 0
    Presents (birthday, christmas etc)...... 0

    Haircuts................................ 0
    Entertainment........................... 0
    Holiday................................. 0
    Emergency fund.......................... 0

Also you must buy clothes at some point? O.k this is probably not where all of your money is going but it may help to identify where some of it is going.
Also you may be able some better deals on mobiles as said above.
Maybe contents and buildings may be a bit cheaper combined?
Apart from that there doesn't seem to be anything to really cut so I guess finding that 'surplus' is what will help the most.
Have you got anything to sell at all? ebay? car boot?
Can you wife do any work from home - typing? ironing? etc? mystery shopping with little one?
    Best of Luck

Food looks pretty good as well but you could always try the MOneysaving Old Style board - for inspiration and to see if you could shave off a little?
