It is correct - and is very much in common with all 'directories' i.e some level of free inclusion but every effort to sell enhanced/priority display, selected leads etc.
Whenever your helpful whole market review site introduces you to a recommended broker (or any other product provider) selected to best meet you needs it as also usually selling that introduction to the highest bidder at that time for an enquiry of your specification. The only selectivity - in most cases - in the case of mortgage brokers / financial advisers is that they hold FSA registration (as happybroker already stated).
A few sites such as freeindex.com and qualitydirectory.co.uk use only customer review to prioritise their dispaly (but they do not cover every provider - many have not registered - and reviews can, of course, be manipulated.
