Tiscali to C.A.R.S - new problem, help plz

Hi from someone new to the forums here.
Sorry if this gets a bit long winded but I need to explain the background as well as the new problem.
I used Tiscali as my ISP for years.I changed my bank so I phoned them to give them the new card details to set up the DD. Then 8 months later they phoned and asked if I wanted to use their phone service too. I said ok and he asked for my card details to set up the DD at the new price. All good so far.
21 months down the line, I was doing some financing and couldn't find when the payment went out for Tiscali, so I phoned them and asked what date in the month did they take the payment. It turns out that they hadn't been taking the payments out and I now owed over £700!! If I didn't pay it immediately, they'd cut my connection off. I told them I couldn't pay and on principal, I wasn't going to pay. It wasn't my fault. They had missed the non payment until I phoned them. If I hadn't phoned, how much longer would it have gone on? I spent several very irate hours on the phone with them getting nowhere. 2 hours later, my internet and telephone were cut off. I couldn't phone out of the house from my land-line.
To try and cut the story short, BT did an over-ride on the phone because it's a BT line, but I still got nowhere with Tiscali. I still refused to pay. More phonecalls and the manager of the payments department at Tiscali admitted that they were at fault. Neither DD had been set up. I asked how it could happen twice. He was very sorry (bull!!) but it was a human error. But I still had to pay as I'd used the Tiscali service.
I received a letter from C.A.R.S asking for £30 a month. I phoned them and told them I couldn't pay that and on prinicpal, wouldn't pay that as it was Tiscali's fault. They said that Tiscali had accepted liability for the debt and would accept what I offered. I offered £10 a month and payments have been taken regularly.
However, I notice that February's payment and March's payments have not been taken. My card details haven't changed, or bank details. So I'm not sure what's going on.
Do I phone C.A.R.S? is it possible that Tiscali have wiped the arrears clean? I really don't want further action to be taken for non payment to C.A.R.S when it's all set up and they've not taken the payment for some reason.
Can anyone give me any advice please

Send a letter and tell them that the DD has not been taken. Keep a copy, put the money to one side.
But really, you have made a bad situation worse by your refusals. If you have had the service then you owe the money. Your only point of negotiation is over a repayment schedule - usually to clear the debt over the time it built up is taken as fair.Hi, we’ve had to remove your signature.
