Where's my refund

I placed an order online back in December which never arrived. I checked with the company and they sent the item again. THe second item never arrived either so I requested a refund. I paid via PayPal and was only £19.99

3rd Feb I was promised a refund to PayPal within 5 days. It never arrived. Kept chasing. Sent official complaint on 20th Feb and was assured on 22nd that the refund would be processes within 3 days. It wasn't.

27 Feb I asked them again for my refund and they said it will be processed today (27th) but I have still not had it.

PayPal Resolution Centre cannot do anything as it is after 45 days. What else can I do to get my money back. I have all the email communications between us detailing the promise of a refund...

What else can I do?

Wait 45 days. Presumably if you placed the order in December that time is now up?

Is the company based in the UK? If so it wouldn't be difficult to take legal action, but given it's only £20 it probably wouldn't be worth it, just keep pestering them for the refund and if they refuse, name and shame and leave bad reviews
