Engineering Qualifications

I am completely baffled and would appreciate your help. My husband and me are trying to constantly improve his cv, OH has 25 years engineering experience. He completed a course in 1982 which seemed to be accredited to the Technician Education Council. He was awarded a Certficate. With a total of 19 listed grades.
I've looked on the back of his cert and it say they issue four major awards - Certificate, Diploma, Higher Certificate and Higher Diploma.
What i was wondering is does this have a modern day equivalent? OH thought it may be similar to ONC, he knows its not HNC because back in the olden days....he was made redundant before completeing his studies. I just want an easier way to explain this qualification to prospective employers and help them realise that he is well educated!!!!
Please help, am clutching at straws. Have tried phoning EDEXCEL they were no use!!!

With engineering, what is most important (and well above qualifications) is experience and knowledge, so he should spend more time concentrating on giving excellent detail on what work he's done in the past (particularly most recently), and what skills he can bring to a company.
I'd just leave it as it is, and if asked in the interview, he can explain the qualification.Should've = Should HAVE (not 'of')
