 unfortunately, if a parent really wants to, they will. This is what happened to me and my sister when i was 6, she was 7 1/2. My father sent us to the US without my mother's knowledge. We were on visas so we had to come back after 4 yrs, but the damage was done.

 Don't think it's a problem to take them on holiday etc.

 But in order to get them out of the country you just say you are going on holiday...

            The laws have changed recently apparently.
 My SIL would not be allowed to take her son to the USA without written consent from her ex. I know it used to be different...Empty pockets never held anyone back, only empty heads and empty hearts can do that -Peale0
