Asking for Banking or Credit Card Details

Recently, whilst trying to source a loan, “Yes Loans” asked for my banking/card details as part of a credit check. I refused to give them these details and ended the call. Whilst my son was speaking to a prospective debt management agency, they too asked for his bank/card details for the same purpose, and I told him not to provide such information, particularly as we have never heard of them.
Is this something which these organisations are asking for these days? Is it allowed/normal? Is it safe?
