BT equipment charges

I recently discovered that I have been paying equipment rental on a BT phoneline that I never requested or received, probably since 1986 when we took the phone number over from my parents-in-law. Having searched out phone records going back to 1996 and having written to BT asking them to justify this they have written back to say that they are only obliged to repay charges going back 6 years! Is this right or fair since it appears that they have been making these erroneous charges for much longer than that?
