    Unfortunately you are going to struggle even more with a newbuild flat than a newbuild house as there are lenders who will offer you a lower LTV than if it had been a house. With what you are looking for I would definitely seek out a good whole of market broker, if there is a deal to be had then they will find it for you. Good luck and I hope you manage to sort something out.
