Question about mortgage arrangement fee

I'm on a variable rate mortgage and I'm considering having a 2 year fixed rate one.
I phoned my building society and they have one mortgage I'm interested in, but they charge a £1000 fee.
My question for you is: Do lenders usually charge the same fee no matter if the customer is new or existing? (I thought I would ask this question here before I phone my building society again).
I've been with them for several years and have always paid on time.
