Ah-ha! The problem was that I was using the fancy-pants ready-made designs, instead of uploading a design or making a text-based card.

When I chose one of the two options at the top ("Use your own images or artwork" or "Design cards from nothing"), I managed to make my totally free cards. I was only having trouble when I chose "Browse through our design template packs...", which doesn't seem to be included in the offer.

Thanks OP and everyone else who helped me figure this out!
