CIS Endowment Advice

Some advice please on a couple of CIS Endowments I have.
Policy 1:
Start Date: 01/04/1995
Maturity Date: 01/04/2020
Monthly Premium: £25.80
Basic Sum Assured: £7020
Guaranteed Death Benefit / Target Amount: £15,000
Total Annual Bonus as at 01/01/2010: £1550.50
Cash in Value: £4676.20
Latest Projections
4% £9390 Final / £5070 Shortfall
5.75% £11500 Final / £3500 Shortfall
7.5% £13400 Final / £1600 Shortfall
Policy 2
Start Date: 15/05/1990
Maturity Date: 15/05/2015
Monthly Premium: £17.46
Basic Sum Assured: £4719
Guaranteed Death Benefit / Target Amount: £11,000
Total Annual Bonus as at 01/01/2010: £2285.85
Cash in Value: £5555.60
Latest Projections
4% £7640 Final / £3360 Shortfall
5.75% £8390 Final / £2610 Shortfall
7.5% £9200 Final / £1800 Shortfall
Fortunately I don't need these policies for mortgage purposes (I have a repayment mortgage) but I am losing faith that these policies will be able to achieve 5.75% growth (what CIS believe is a reasonable assumption) let alone 4%!
I am beginning to think that I might do better to cash in / trade and use the money to reduce my mortgage.
Any thoughts? Also any suggestions as to who offers the best trade-in values?
