Right to info for declined further advance?

Hi, my partner applied to Nationwide for a further advance on his mortgage. Should be absolutely no reason why this shouldn't have been agreed, but have been informed today it has been declined, but after asking twice, they have refused to tell him why. Does he have any rights to know wht it has been declined? He initially spoke with a call centre worker, then when he phoned back he spoke with a manager, but all the said was 'Head Office' had a right not to disclose why he had been declined. Is this right? I'm presuming we can appeal, but need to know the reason(s) first!!!!
