Letter Back from my MP ... help please!

Hi all
I recently wrote to my MP (again) regarding my ex's ability to dodge the CSA with apparent ease. I had stated that my ex had been working up to Xmas, but the CSA hadn't caught on.
However, in his letter, my MP states that my "previous partner is on a type of benefit which allows them to work".
I am not up to date with these benefits and things, but could someone please explain to me what type of benefit this could be ... how can you be on benefits and allowed to work? Am I missing something here?

It's always been the case that people on certain benefits can earn and keep £15 or £20 per week without declaring it. Actually they can earn as much as they like, I believe, and declare it and have their benefit docked accordingly. If the work is only temporary they stay on benefits and just declare each weeks work.0

Thats quite suprising to me. So .... correct me if I am wrong ... if she works and declares her income, is she then exempt from paying CSA on the back of the fact that in effect she is on benefits?
Surely, all NRP's would do that then?
It beggars belief that she can continue to get away with it, even though it 'sounds' legit.

no. she'll still be required to pay the basic rate of £5 per week, more so, depending on which benefits she gets. (tax credits etc can be classed as income)
unfortunately, as most of the front line CSA workers are wimmin, then they tend not to pusue their own species too vigorously with regard to CM as according to them, children become free to look after when they live with dad.
don't get me wrong, this isn't concrete and some female nrp's get absolutely hammered.

If the NPR is currently paying the flat rate or nil rate, because they receive certain benefits, the agency can look at the calculation again if they have other income of more than £100 a week. This has to be income that would normally be taken into account when working out child maintenance.A fairer CSA for all0
