Stamp duty help!!!

Hi
I'm a first time buyer of a £140,000 property. I exchanged contracts before the stamp duty threshhold was lowered (2009) but im not due to complete intill april 2010, therefore i have been told i will have to pay the stamp duty. Is this correct and can anyone help me with my question. I know you are already thinking why not ask my soliciter?.....He is shocking....
