Confusion about tax credits and NRP

Hi all,

I have previously had some brilliant advice here and was talking to my sister today about her son when she brought up CSA and hier sons father I couldnt answer her question but I'm hoping you may be able to

My sister gave birth last april to a little boy her and the father had a brief relationship he was alot older than her she had been told previously she could not have children as she has PCOS the father knew this too and the pregnancy came out of the blue anyway they were both happy about it and agreed to go ahead despite the shock about 6 months into the pregnancy the father decided he couldnt cope and didnt want the baby (a bit late then i guess) my sister gave birth and the father has seen his son once (at his choice she has offered access he says he doesn't want to know she even got a solicitor to write to him to offer access he simply ignored her) she wanted to enter into a private arrangement for maintainance and he refused and disappeared she had no choice but to contact the CSA to trace him they did so and an assessment was made he gets an allowance for another child living with him (not his but the child of his new g/f) this allowance is more than my sisters award his wages have amazingly dropped by around £100 per week according to the assesment although he apparently works at the same place in the same job and the same hours and with the low income he has supplied them with I would assume he also receives tax credits I told my sister to ask about this the CSA said they didnt know what she was talking about there is no such legislation that states it is even considered I thought maybe just got a bad advisor and got her to call back this person said the same thing and they wont look into the assesment because she has no proof of his wages previously.

My sister still lives alone with her son she works 22hrs a week and receives £24ish p.w from the father collected via attachment of earnings he has no other qualifying children apart from the one he lives with (he has two older daughters aged 29 and 23) so there are no more ongoing claims what should she do next or should she accept that it is right and leave it at that ?

    The CSA will do a tax credits check They did on my wife Tell her to get back on the phone to them .I presume they have his NI no that is all they need
