How can i reduce my APR

I phoned Lloyds TSB this morning, regarding the loan at 24.5%, i told them i had been offered a better deal else where, to see if they would match it, i said i had been offered 15% but they were unwilling to renegotiate the loan and if i wanted to refinance they said it would work out at 29%.
Also there are no balance transfer offers on any of the credit cards i have so i can't transfer onto them.0
