My partner is 10 years yonger than me ,does this mean that I will not be able to draw a state pension until he reaches the eligible age?

Not unless you are reliant on him to provide a state pension for you because you don't have enough of your own NI contributions.
If you have 30 years (as of April) NI contributions of your own you will get a full state pension in your own right at your own retirement age.0 -
