Won a proper lock????

I have no idea what this is apart from it's a heavy duty lock that you can place in to the ground and it's called a "Proper Lock".

I have won it from a mountain bike website I think?? I can't find who posted it and I can't find out what a "Proper Lock" is on any websites as someone wants to buy it from me but no idea of cost??
