CSA Migration / Phasing & Arrears

Hi all
hoping you can give some advice to me please ?
Firstly, some background
I'm nrpp. my partner has arrears which we are paying via DEO (40% = 25% for 3 kids & 15% arrears)
He has 3 kids and 2 pwc. Basically we are confused over the arrears for his eldest child.
Finally we've received a breakdown of his arrears, which took several months (and CSA told us a breakdown was not available, several times ??!! )
Assessments :
23/9/04 £6.23 p/w
23/3/05 £52.45 p/w
07/09/05 £24.34 p/w
09/04/08 £38.00 p/w

Overdues:
23/3/05 to 6/9/05 £52.45 pw MATCH
7/09/05 to 5/9/06 £46.07 pw NO MATCH
6/9/06 to 4/9/07 £42.45 pw NO MATCH
5/9/07 to 8/4/08 £37.45 pw NO MATCH
09/04/08 to 16/12/08 £38.00 pw MATCH (re-assessed to include his other 2 children)

So when we finally spoke to the lady who made the calculation :she said this was due to 'Phasing'. I understand this (i think). phasing can go up or down , so my partners payments were being 'phased' downwards from £52.45 to £24.34 from 07/09/05. BUT.......

1. Why do they phase ? There was no new case in 2005 = so why would they ? My partners younger children were only added to the case in 2008 .
2. The phasing never reached the £24.34 level = can they say this level of payment ie £46.07 pw, £42.45 pw etc etc is still owing / overdue ?

sorry its a bit complicated !
