No, from http://www.hmrc.gov.uk/efiling/sa_efiling/soft_dev.htm:

A range of Internet filing enabled software and online forms are available from HM Revenue & Customs and 3rd party software suppliers. They can be used to file your Individual (SA100), Partnership (SA800) or Trust (SA900) tax return over the Internet.

HM Revenue & Customs provide their own free product, 'Online Tax Return - Self Assessment'. This will allow you to file the main SA Tax Return (SA100) and a selection of supplementary pages (Employment SA101, Self Employment SA103, Individual Partnership SA104, Land & Property SA105).

You can choose the product that best suits your needs. We are pleased to accept 2005-2006 returns sent using any of the products listed.

Some of these products and online forms are free, others you have to pay for.

I can't find any free SA800 software through any of the links on that page though.
