Unfair Warrant of Execution

I have received a warrant of execution that asks me to pay an amount I cannot afford. I am aware of how to apply for suspension of the warrant but I feel it has been issued unfairly. I changed bank accounts in June 2009 and had a direct debit set up for £12 per month to the local council for old rent arrears. This was one of the dd's i forgot to set up on my new account, being only £12 per month and a 4yr old debt I think I can be forgiven for forgetting such a petty amount! I have not received ANY correspondence whatsoever to remind me that it hadn't been paid since June last year then all of a sudden this warrant lands on my mat! I am a single mum of 2 working full time to keep on top of debts left after my relationship breakdown and am extremely distressed at the idea of bailiffs knocking on my door - especially as my mother is here whilst I'm at work to look after the children and is of a nervous disposition to start with. Please advise if there is any way of asking the council to have the warrant withdrawn or if there have been any similar cases where this has happened?
