my friend got a notice through about a defaulted payment and said a decree has been registered. what is a decree? it doesnt explain

Not sure, my advice would be ask your freind to give national debtline a call and tell them the contents of the letter. I am assuming she has missed a payment on a court order like a CCJ, or has missed several payments on a credit card/mobile phone/catalog. Either that or some identity fraud.
They need to find out what is going on, but given such a vague letter national debtline would be a good starter due to their wealth of info.Although no trees were harmed during the creation of this post, a large number of electrons were greatly inconvenienced.

Decree can mean alot of things,
