DW&P chasing me for a debt from 13yrs ago..HELP NEEDED

Hi there,
Will try and keep this quick and simple.
In 1996 i was a stupid !!!!!! and claimed benefits(jobseekers) whilst working, i was taken to court and told to repay, however at a later date i couldnt afford to pay and instead was given B&B at her majestys pleasure for 31days and everything was meant to have been written off.
At the beginging of this year i received a letter from the Department of Work and Pensions ordering me to pay back the sum of £262.11 which was the amount that i claimed dishonestly.
It has since been passed on to a debt collection company called CCSCOLLECT in Surrey.
My question is this:
Can they actually try and claim this money back now considering it's over 13years since the original date/offence (July 1996).
I have heard something about there been a time limit on claiming debts, but does it apply here???

You might be better off going back to the court that arranged the B&B and asking them to tell the DCA where to go.If you've have not made a mistake, you've made nothing0
