ages ago there was a link to a free download of an art/photo editing programme. Does anyone remember what it was?
Also are there any other free programmes of this sort going?

I don't know exactly which one you were talking about - it may be the one you are talking about was a limited time offer.

There's two I'd highly recommend:
Paint.NET is really easy to use and is perfect for all the basic things (like cropping, resizing, rotating and simple retouching like removing red-eye).
GIMP is the closest thing you'll get to Photoshop without paying, but for the novice (like me!) it can be a bit bewildering.0 -
I would also recommend Picasa - it also enables you to organise your pictures really well.
