Only place I know is Elliott’s. (Beside their fancy dress shop) Cant really say what they are like as never rented from them before.
Also - I went to a ball recently and got my make-up done in house of Frazier for free! Would recommend the Estee lauder stand0 -
Its going to cost I would guess £30/£40 to hire a gown for the evening, on Ebay there is some stunning ones being sold sometimes for cheaper than that. If you have a good long time, the Chinese dress makers on there are fantastic just takes a wee while.
As regards to hair - if your free during the day of the ball, why not volonteer to be a model and get it done for free at a college/salon?
Also there is sites like bigwardrobe where if you have some beautiful items already you will probably pick some shoes/a dress up for a swapx

Have you considered Oxfam's online store? They have a range of eveningwear, both used or new. You should be able to pick something up for about the same price as hiring and you can always sell it afterwards!
I spotted a dress I quite fancy myself.
Have a look here: Oxfam eveningwearNorn Iron Club Member 3300 -
Might be worth having a look in TK Maxx too, they often have nice evening dresses for £30-£40, it's just luck though whether you'll see anything you like.
Deffo bookmarking the oxfam site though, that's excellent!!0 -
There used to be a shop on the Lisburn Road - Deja Vu.
It was a sort of dress agency that had 2nd hand designer stuff. As far as I know it's still there - 453 Lisburn Road, Belfast, BT9 7EY, 028 9038 1807. (googled address)
A friend had got a couple of things from there in the past.
The Lisburn Road would probably be a good starting point for charity shops as well - all the BT9 ers cast offs!0
