change to working hours please help

I really hope someone has some good advice for me as im so mixed up on what i should do
I work 36 hours a week, when i first started this postition the job was split into two (29 hours in one role and 7 hours in another). This has been the way for the past 6 years.
Recently our compnay merged with another and we were tupe over for one year. The year has now ended and my job is changing.
My employer has taken away the second job (7 hours) which leaves me 29 hours in job 1, he then wants me to take over another position that is exactly the same role as job 1 and is at present a 29 hour job. They want to lay off the person who does this role now and give it to me. So in effect i will be doing 2 jobs that should be 29 hours each for the same hours i work now (36 total)
He wants me to split my time between both these jobs working 17 hours at each. The company will then have one staff doing the two jobs and they will save aabout £14,000 a year on that persons pay.
I am thinking of telling them to drop me the 7 hours and i will get a second job rather than do what is in effect a 58 hour job crammed into 36 and only paid for 36.
He then asked me to line manage the other member of staff who works there (cleaner) again for no extra pay (i have never managed staff before and think its unfair on her as well as me that i become her line manager. Our company does not recognise a union and i feel unsure of where to turn.
Does this seem fair to anyone?

Company doesn't have to recognise a union for you to be able to join one.
It may be worth asking if there are efficiencies planned, improvements to systems or streamlining etc, to make it possible to do both jobs in fewer hours.Signature removed for peace of mind0 -
this is an instance of redundancy from what i gather from your script .
bumping/;bumping occurs where employee A's job disappears. however ,employee a is moved to do employee b's job, and it is employee b who is dismissed.
EMPLYOMENT RIGHTS ACT 1996, SECTION 139 (1) (B)
seek help from CAB they will take matters of redundancy seriously
