That email sounds good I hope you get a good response.
I work in council tax recovery & in some circumstances we do get debts returned from the bailiff, usually if the persons circumstances are difficult or the council has made an error. However, If bailiff fees are outstanding, and you didnt pay the council until you received something from the bailiff, it may be that you have to pay the fees that are due, as the debt was passed to them correctly and they are entitled to charge you. If you dont want to pay these to the bailiff company you may be able to pay the council directly who will ensure the matter is marked as settled in full - check with them though. You never know you might get a favourable response to your email and wont have to! If they do insist on bailiff fees being paid i would just try and get it out of the way asap (can you borrow from a friend perhaps?) just to get them off your back and avoid further fees being added.

If the email does nothing other than postpone any more payments until next payday i will be happy and then i may be able to come to some amicable agreement to pay the fees.

Currently i think they stand at
    £35 council tax still outstanding
    £25 standard letter fee
Plus whatever they charge for handing it to the bailiff (he hasn't visited yet or sent any letters i have left him a voicemail to call me back)

I work in council tax recovery and to be honest Equita aren't always the easiest to deal with, as a bailiff company they are very resolute in collecting. We don't however send cases for less than #100 to the bailiff.

Its not often we bring cases back from the bailiff unless there is a good reason why e.g vulnerable clients. There are cases where we will return cases if the bailiff fees incurred to date are settled.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
