"n many cases you have the right to take time off work to deal with an emergency involving someone who depends on you"
Define Emergency - routine cold/upset tummy - or severe injury though accident etc!
It is a parent's responsibility to have a fall back plan to deal with routine illness - it is not fair to penalise the business. Even taking unpaid time off can inconvenience a business depending on the size of the business, deadlines etc.
Emergency is not something severe - it is something unexpected - which what childhood illnesses most always are! They just wake up ill and how are you supposed to arrange cover if you don't have available grandparents? You cannot take a sick child to a childminder, cannot take him to the nursery - the only option is a nanny who'd come to your house - but they don't work on an ad hoc basis.
So what do we have left? A babysitter - i.e. someone with no medical or childcare training to come and oversee a sick child? And he/she also must be available for the day at a half-hour's notice? Almost all children's illnesses start with the same symptoms so it is crucial to keep an eye on a child to see if he is, God forbid, getting worse - and that's a job for a parent because nobody else would be concerned enough about this child's health.
Whatever problems a business can be experiencing because of the absent employee it's not worth someone's health. Not to mention that in many cases, some work tasks can be done at home if they are so absolutely crucial.0
