Ensure its all minuted and people recorded as present.
Its then upto individual employees to take note. If they dont the OP has the grounds to take action.

Or the adult ones knowing they work with idiots know fine who it is aimed at and don't bother
Idiot ones ignore OP and they have more grounds to support their dismissal or such when they turn round and go "didnt know it was wrong you never told me"

We had a similar situation in that a worker from an outside agency continued to call us even after they'd left that position (possibly suspended) and the calls were totally inappropriate! We solved it by passing them to a manager every time - risk of anything inappropriate being said to, by or about them seriously reduced.
And I asked everyone not to refer to this person by a nickname they'd somehow acquired, because it would have been totally inappropriate if they'd ever learned what that nickname was, and I've been known to almost blurt things out.
You know, you have a colleague called Vlad, he's not from round here, and everyone always calls him Vlad the Impaler to distinguish him from Vlad in accounts. So Vlad calls you one day, you recognise his voice and go "Oh, Vlad the Impaler, how good to speak to you!" Yup, I've almost done that on being introduced to someone I've always known by a nickame!
