You are legally obliged to pay the ERC and HWC if you redeem. They have a discretionary scheme under which they MAY choose to refund them. Why do you think they are obliged to tell you what those discretionary terms are?0

As NR is now essentially publicly owne i wonder whetehr they would have to respond to an FOI request to reveal those criterion.
IIRC the legislation to rescue Northern Wreck excluded them from the provisions of the FOI.0
