Incorrect student loan payments

...I have to overpay my tax return x11ish due to my student loan not being deducted for one year. I did raise this with the tax office and my employer at the time and they said if it was meant to be taken, it would be sorted.
It hasn't, although I'm still going to have to pay it at some point, footing a bill of £750 instead of the £12.40 I thought is a bit of a shock! (Luckily my new employer has this sorted!)
Reckon I could take this to the FO or Citizens' Advice for a complaint? Have raised with employer and ALC already. Prob no chances of any compensation but I'd certainly like an apology!!
